Expressions of interest are sought from qualified people for appointment as an Assessor of the ACT Racing Appeals Tribunal. Applicants should have demonstrated expertise and knowledge in one or more of the thoroughbred and harness racing codes.
The Racing Appeals Tribunal hears and determines appeals from persons aggrieved by a decision of a controlling body, an approved racing organisation, or other person conducting a race meeting in the ACT in line with provisions contained in the Racing Act 1999 (the Act).
The Act provides that the Racing Appeals Tribunal is to consist of a President, Deputy-President and four members; and may be assisted by one or more Assessors. Assessors are appointed for terms not exceeding three years.
The role of an assessor is to provide expert opinion and advice concerning racing industry practice and the evidence provided at hearings to assist the Tribunal in reaching a decision.
Eligibility
Assessors are appointed from people who have special knowledge of or experience in the racing industry. Under the Act, an Assessor must not take part in any hearing where they have a conflict of interest that could inhibit the proper exercise of their functions.
The Attorney-General, Mr Gordon Ramsay MLA, appoints assessors.
Hearings
The Tribunal is constituted only when an appeal is received, and may utilise the services of an assessor for a hearing, appointed in accordance with Schedule 2 of the Act. The Tribunal has received an average of one to two appeals annually over the past five years.
Remuneration
As per the ACT Remuneration Tribunal Determination 23 of 2017 – Part-time Public Office Holders – Racing Appeals Tribunal, an Assessor is remunerated at $450 per diem.
